| 内容記述 | 「東京都方式」は消費者視点に立脚した野菜価格安定対策の新しい方式として世間の注視を集めているが, その行政効果に関する理論的実証的解明は十分とは言いがたい。本稿では, 本事業の仕組みの特徴と問題点を理論的に解明すると共に, 本事業の行政効果に関して若干の試算を試みた。その結果, 本事業には仕組み上に欠陥があること, 特に基準契約数量に対する±20%のアローアンスが, 本事業の経済効果を弱めていること, 価格引下げ効果が認められる場合にも, 安値時の一層の価格引下げという方向でその効果が発揮され, 価格高騰抑制効果は十分認められないことが明らかとなった。 | |||||

| 内容記述 | The "Tokyo Metropolitan System" has focused the spotlight of public attention as a new system of vegetable price stabilization policy on the basis of consumers' view-point. But the administrative effects of this system have not yet been made sufficiently clear. In this report, I made an economic analysis on the features and problems of this system and had a trial of some measurement on the administrative effects. The consequences were as follows : 1) This system has some defects in the device; especially, the allowances (±20%) for the basic contract quantity reduce the economic effects of this system. 2) Even if the effect of price-reducing is approved, it is brought mostly at the lower level of market price, and the effect of this system is seldom approved at the higher level of market price. | |||||
